Some shady websites are registered by proxy or have contact details hidden. You probably won't have any luck contacing a reasonable business owner at sites like this because it's clear they want to stay anonymous.
Making Contact With The Site Owner
Assuming you've got reliable contact information, reach out to the owner of the site and explain to them in a very nice way how the page is harming your ability to get a job or effecting your business in an adverse way. Explain that the situation is in the past (assuming it is) and that you've been trying to move on with your life. Be nice! Super nice! If you can convince the site owner to remove the page from their site, you'll save yourself thousands of dollars and a lot of worry. If they do take the page down (or alter it) be patient while Google revises it's index of the site - this could take a week or two, depending on how often Googlebot crawls the site.
